Frank J. Anderson, Jr.
 

Mr. Frank Anderson is President of the Defense Acquisition University (DAU). In 2002, he was recognized by the United States Distance Learning Association (USDLA) as one of ten specially selected as E-Learning Champions of the Year. In October 2002, Mr. Anderson was also recognized as the Leader of the Year at the 2002 Corporate University Best - In - Class (CUBIC) awards conference. At the same conference, the Defense Acquisition University received Best Virtual Corporate University/Best Use of Technology, Most Innovative Corporate University (runner-up), and Best Overall Corporate University CUBIC Awards. As a result, in 2003, 2004, and 2005 he was asked to judge the CUBIC Awards.

Under his leadership, DAU was selected as the top corporate university in America for 2004 by the American Society for Training and Development (ASTD) Best Award. DAU received 1st place of 83. Additionally, DAU won the coveted Brandon Hall Gold Medal Award for Excellence in e-Learning Best Practices for its Performance Learning Model (PLM). Additionally, Frank Anderson has been named 2004 Chief Learning Officer of the Year by Chief Learning Officer magazine and was presented with the Gold award for Learning Innovation and the Bronze for Strategic Alignment in the magazine’s first annual Learning in Practice Awards competition. As CLO of the Year, Frank Anderson was singled out for exemplifying the qualities of dynamic, forward-thinking leadership that make a positive impact on the future of the enterprise.

On November 16, 2004, Mr. Anderson received the Department of Defense Distinguished Civilian Service Award - This award is the highest given by the Secretary of Defense to career employees whose careers reflect exceptional devotion to duty and extremely significant contributions of broad scope to the efficiency, economy, or other improvement in DoD operations. In September 2005, DAU was selected by Leadership Excellence magazine for the best Leadership Development Program in the government sector, and was selected by the United States Distance Learning Association for multiple e Learning best practice awards. In October 2005, DAU received three USDLA Distance Learning Awards to include its new 21st Century Best Practices Award, the highest award bestowed upon any organization in their industry.

Frank Anderson is a retired Brigadier General, United States Air Force. He previously served as Vice President of Defense Acquisition University and led the strategic planning process that shaped the current DAU reengineering initiatives. He was a former Commandant of the Defense Systems Management College, Deputy Assistant Secretary of the Air Force for Contracting, and Air Force Competition Advocate General. He also served as the first chairman of the Federal Inter-agency Working Group for Alternate Dispute Resolution. He was recognized by Attorney General Janet Reno for his leadership of the Federal ADR Working Group. He was selected for Who’s Who in America for 2000 and received the 2001 National Contract Management Association’s National Achievement Award.

He has served as a major weapon system program director, product group manager, director of contracting for a major acquisition center, commander of a plant representative office, and warranted contracting officer. He is Level III certified in Program Management and Contracting.

Mr. Anderson is a graduate of the Defense Systems Management College, Air Command Staff College, Industrial College of the Armed Forces, and has a masters and bachelors degree (Cum Laude) in business. He currently serves on the Board of Directors for the American Society of Training and Development and the National Contract Management Association, the Washington Area Corporate University Consortium, and is a Trustee for the Contract Management Institute.
